Mr. Mark Honda
SSC Chief Engineer
Space Systems Command (SSC) – United States Space Force

Mr. Mark Honda is the Space Systems Command Chief Engineer working in the Space Systems Integration Office, United States Space Force. He is also a Division Chief for Enterprise Engineering in the Space Systems Integration Office, United States Space Force. As Chief Engineer, Mr. Honda provides leadership in guiding the Systems-of-Systems integration effort across all portfolios within SSC’s program executive offices, as well as with mission partners in the National Security Space Enterprise. As the Division Chief for Enterprise Engineering, he leads a diverse portfolio of engineering functions to horizontally integrate SSC and mission partner programs.

Prior to this position, Mr. Honda held a variety of technical and leadership positions in industry. He started his career at Hughes Space and Communications (later Boeing Space and Intelligence Systems) in 1995 within the Systems Engineering organization. During this time, he gained experience across the full systems engineering life cycle – from proposals, space vehicle development, unit design and manufacturing, verification and validation, space vehicle integration and test, launch and mission operations, and on-orbit support to customers. In 2004, he was promoted to the Electrical Power and Harness Systems Engineering group manager. Following his tenure with Boeing, in 2008, The Aerospace Corporation recruited Mr. Honda as a Senior Project Engineer in the Space Superiority Systems Department where he also subsequently served as a Senior Project Leader in the Advanced Programs Department. In 2020, Raytheon Space and Intelligence recruited Mr. Honda as an Associate Director working as the Program Area Chief Engineer (PACE) for the Civil, Commercial, and International (CC&I) portfolio.

Over his career, Mr. Honda participated in over 25 launch and mission operation campaigns and worked over 13 programs from award through launch across commercial, civil, DoD, and classified customers. He has also earned two patents.

Mr. Lynwood Poole

Systems Engineering Directorate – National Reconnaissance Office (NRO)

Lynwood Poole is the Mission Assurance Executive, National Reconnaissance Office (NRO) Systems Engineering Directorate.  He is responsible for mission assurance, quality, reliability, corporate technical standards, supply chain, and joint oversight of industrial base challenges impacting multiple agencies’ space system acquisitions.  Prior to his civilian service, Mr. Poole concluded more than 20 years as a program manager in the Department of the Air Force.

Mr. Poole served as an officer in the U.S. Air Force and held several positions supporting the NRO Office of Satellite Launch, SIGINT Mission Management and Processing and High Altitude SIGINT satellite procurements.  In his final assignment, Mr. Poole was as an acquisition officer leading a large diverse team in the development of quick reaction capability collection and geolocation systems for the national intelligence community.

After retirement from active duty, Mr. Poole became a NRO civilian employee in January 2016.  Since then he has been assigned a variety of positions ranging from COTR and project manager for the development of both ground and satellite systems, satellite activation, and satellite anomaly/return to operations in the Ground Enterprise and Signals Intelligence System Acquisition Directorates.

Mr. Poole received a Bachelor of Science degree from Coker College and a Master of Business Administration from Webster University.  He is a certified DAWIA Program Manager Level III.  His programmatic and systems engineering expertise was recognized by the Director of National Intelligence when Mr.  Poole received the 2019 Intelligence Community Acquisition Award.

Mr. Poole originally hails from South Carolina and now resides in Ashburn, Virginia with his family.

Major Nathan Gapp
Chief, Space Enterprise Integration

Major Nathan Gapp leads governance for space enterprise integration and outreach to commercial and allies & partners at Space Systems Command in El Segundo, California.

Major Gapp commissioned via Officer Training School in 2013. He has served in a diverse array of engineering, acquisition, and joint leadership positions across the space enterprise. His foundational technical and staff roles include serving as the Chief of the Directorate Action Group at the Air Force Research Laboratory and Commander’s Speechwriter at the Space and Missile Systems Center. Beyond traditional space acquisitions, his unique experience spans deployed contingency operations as an Acting Contracting Officer in Southwest Asia, fostering commercial technology integration as a Joint Program Manager at the Defense Innovation Unit, and driving global partnerships.

Mr. Ted Marz
Standards Lead
National Reconnaissance Office (NRO)

Ted Marz is a Senior Member of the Technical Staff at the Software Engineering Institute, Carnegie Mellon University.  He has supported multiple DoW and IC activities over his 30 year career with the SEI, most recently serving as the FFRDC lead of the NRO Corporate Standards Program.  Marz has supported the NRO Systems Engineering Directorate since 2011.  Prior to that he held an Intergovernmental Personnel Act appointment as the Software Acquisition Management Division Chief on the joint DoD/IC Space Radar program.  Marz has been active in the standardization community for many years, participating on the balloting committee for the IEEE High Level Architecture for Modeling and Simulation family of standards (IEEE 1516) and the committee that developed the requirements definition for the Real-Time extensions to the DII-COE.  Prior to joining the SEI, Marz had a career in flight simulation for aircrew training, being part of the development team of several tactical aircraft training devices and was involved in early implementations of Distributed Interactive Simulation (IEEE 1278 family).  Marz graduated from Michigan State University with a Bachelor of Science (Engineering) in Computer Science in 1983.

Vale Sather

Ms. Vale Sather is a Senior Project Leader at The Aerospace Corporation. She has a Master’s degree and forty years of experience in the Aerospace industry working on hardware and software development for commercial and national security space programs. Her recent role as manager of the Industry Standards and Technology Organization (ISTO) Space Systems Modular Open Systems Approach (MOSA) Interface Standards Alliance evolved from managing and developing traditional mission assurance standards for the Space Systems Command (SSC) to the more complex process of coordinating multi-engineering-domain Government and Contractor teams for the development of system-level interface standards that facilitate interoperability across space systems using MOSA. She has pioneered the use of agile development methods, combined with digital engineering approaches, to accelerate and enhance interoperability standards development. Applying strong systems engineering rigor, she has pushed the ISTO Space Systems MOSA Interface Standards Alliance to high levels of productivity while maintaining the same product quality the traditional SSC mission assurance standards have.

Gloria Pugliese

Gloria Pugliese is a Senior Member of the Technical Staff at The Aerospace Corporation. She serves as Deputy Modular Open Systems Approach (MOSA) Alliance Manage. In this role, she facilitates collaboration among industry and government while supporting the development of open interface standards for space systems. Gloria holds a B.S. in Industrial & Systems Engineering from the University of Southern California (USC) and is currently pursuing a master’s degree in engineering management at the University of California, Los Angeles (UCLA).
